General Rules and Regulations

Welcome to Open Class at the Utah County Fair. We invite Open Class entries from anyone who is a resident of Utah County, but not a 4-H exhibitor. There is no fee to enter items into the fair.

 

ENTRIES

All items to be exhibited must be pre-registered online or at the fair at the date of entry. Please note that pre-registering will save you time when you bring your exhibit to the fair. Please bring all entries to the Tennis Building at the Spanish Fork Fairgrounds, 475 S Main St., Spanish Fork, UT.

 

Check-In: Monday, August 13, 8:00 am – 6:00 pm

Check-Out: Monday, August 20, 8:00 am – 1:00 pm only

If you are unable to pick up your exhibits, there will be a $25 handling fee to transport each item back to the Utah County Building.

 

Animals or articles can be entered only by the owner or producers, and any attempt to perpetrate a fraud by misrepresentation will bar the specimen from the competition. Any item or animal eligible for entry should be entered in its appropriate class. Entries may be made by Utah County residents only. Management reserves the right to reject any article offered for exhibit simply as a means of advertising, or that is deemed unsuitable for family viewing.

 

PLACING EXHIBITS

Exhibitors must attend to the delivery, in person or by agent, of articles or animals for exhibition to the Utah County Fairgrounds, Tennis Building, for check-in. All exhibits, when assigned space, become subject to the control of the Open Class Supervisor and shall remain in place until August 20, 2018, unless by action of the Utah County Fair Management. Exception shall be made for small animals. (See Small Animals division for times and exhibit space.)

 

JUDGES

Judges will be selected with care to ensure fairness and professionalism. There will be no attendance by exhibitors or the public during the judging of the exhibits at the fair. No judges will be allowed to exhibit in the department in which they act as judge, or in which they may be directly or indirectly interested in the result as owner, agent or otherwise. Judges must avoid contact with exhibitors and will refuse to hear the merits or demerits of any exhibit.

 

EXHIBIT REQUIREMENTS

All entries must remain at the fair until Monday, August 20, 2018. Check-out is between 8:00 am – 1:00 pm only. Removal of exhibits before that time will forfeit awards. Exception will be for small animals. Please see the Small Animals division for details.

 

GENERAL INFORMATION

Utah County Fair management is not responsible for loss, theft or damage of personal property used or left at the fair; nor any exhibits left after Monday, August 20 at 1:00 pm. Utah County Fair management reserves the right to remove any exhibit that may be falsely entered or deemed unsuitable or objectionable, without assigning reason therefore. Utah County Fair management, through its officers and with the aid of security personnel, will use diligence to care for all property placed under its charge. However, it is expressly understood that it will assume no responsibility for injuries or losses from any cause.

 

Utah County Fair management and the Fair Directors reserve the final, absolute right to interpret these rules and regulations and to settle or determine all matters, questions and differences in regard there, or otherwise arising out of, connected with, or incidental to the fair.

DIVISION:  SCRAPBOOKING

Entrant may enter one unpublished layout in each lot, for a total of six entries ONLY.  Layouts can consist of either one or two pages on 8 ½” x 11” or 12” x 12” paper in protector sheets. Sheets must have plastic protector sheet.

 

Reasonable safety and handling precautions will be exercised by Fair staff, but the Utah County Fair will not be responsible for any loss or damage to exhibits.

Scrapbook entries will be judged on uniqueness and quality of design, journaling, how effectively it tells the story behind the photos and the quality of the photos pictured on the layout.

The judges and/or the staff reserve the right to change the category if, in their opinion, the entry is better represented in a different category.

All canned food must be prepared using USDA, Ball or Kerr guidelines issued 1998 or later. Information can be obtained from USU Extension at 801-851-8479. All canning must have been done within the last year.

4H & General Info

4-H Clubs are sponsored by the USU Extension in cooperation with the Utah County Commissioners. 4-H is a program open to all youth. 4-H meets the needs of youth through a variety of established projects or individually designed projects. For more information about how you can become involved in 4-H, either as a youth or as an adult volunteer leader, contact the USU Extension Utah County 4-H. 4-H Entries

All 4-H entries must be submitted using the on-line fair management database. For the Current 4-H 2016 Fair Book, you can download it by right clicking the following link and choosing “save as”  or “download linked files as” to have a copy.

 

• On-line fair management database. To submit entries go to utahcounty4h.org and click on “County Fair” in the left-hand column then select “Register Your Entries Online” under “Information”. Follow the on-line directions found there. Your user ID is your email address and you will need to establish a new password each year. On-line registration will remain open until 6:00 p.m. on Monday, August 13, 2018. You will need to print off exhibit tags (one per entry) and two copies of your exhibit list. Bring them with you on check-in day, Monday, August 13, 2018.

 

• All 4-H exhibits should be checked into the Fair between 3:00 p.m. and 6:00 p.m. on Monday, August 13, 2018 by the 4-H club leader or one designated person only. All exhibits must be brought in at the same time (flowers and vegetables included). All exhibits should be checked into the Fair at the Exhibit Hall (Tennis Court Building) at the Spanish Fork Fairgrounds, 475 South Main, Spanish Fork. NO LATE ENTRIES WILL BE ACCEPTED. Those who have not pre-registered on-line will be allowed to check in between 3:00 p.m. and 4:00 p.m. ONLY. Any computer usage at the Fair will be restricted to 10 minutes maximum. Club leaders are responsible to make arrangements for collecting the exhibits from their club members. Parents can enter and pick up exhibits for youth in the 4-H Afterschool program.

 

• All qualified exhibits entered will be awarded a purple, blue, red, white, or green ribbon. Premium money will be allotted to each class and ribbon as indicated.

• Pick up entries and premium money between 11:30 a.m. and 12:30 p.m. on Monday, August 20, 2018 ONLY. Entries should be picked up by the 4-H Club leader or one designated person. Exhibits not picked up by the deadline will be charged a $25.00 fee for removal and transported to the 4-H office. All non-perishable exhibits qualifying for the State Fair will be packed and taken to the 4-H office until ready for delivery to the State Fair.

 

•To exhibit with 4-H at the Utah County Fair, a youth must be enrolled as a 4-H member. The following are requirements for 4-H member participation:

1. 4-H members should be enrolled in the project in which the exhibit is entered.

2. 4-H members will be allowed to enter more than one exhibit per lot, but they should be different types of exhibits. For example three bottles of different fruit and three bottles of different vegetables under Food Preservation but NOT three original poems under Communication Arts. You should pick your best single poem or enter the three poems as a collection. Note that only one exhibit per lot can be submitted to the State Fair.

3. 4-H members will be allowed an unlimited number of total entries in the fair.

 

• The following are requirements and information for exhibits:

1. Posters must be 22″ X 33″ or smaller.

2. Notebook binders must be 2 inches or smaller.

3. Displays must be 4′ X 4′ or smaller and be free-standing.

4. Collection boxes must be 325 square inches for bottom measurement or smaller and glass covers must open at the top or side of the box; the glass must be secured so that glass will not move when the box is properly displayed at the fair.

5. Exhibits must have a completed exhibit card attached securely to it. Exhibits with more than one part must have an exhibit card attached to each part numbered 1 of 3, 2 of 3, 3 of 3, etc.

6. Food items need to be of a quality to keep more than a week without refrigeration. Frozen food products are not acceptable. Do not send food items which will spoil quickly.Bread exhibits may be made by the traditional method or with a bread machine.

7. Exhibits which are normally hung on the wall must provide some means for attachment to the wall (paintings, sketches, framed items, woodworking, wall-hangings, and articles using artificial or dried flowers).

8. Exhibits must be well made so they are stable enough to be moved.

9. Where display space is limited only selected articles may be shown.

10. Baked products and gardening exhibits will not be returned without prior special arrangement.

11. Items to be returned (hangers, pie pans, cake stands, etc.) must be marked with name of exhibitor and county.

   on the underside. The fair is not responsible for breakage or loss.

• Flowers must be labeled correctly. Supervisors will help if needed.

• It is not considered respectful to use the American flag in

   flower arrangements.

• Exhibits must remain until Monday, August 20th.

 

Utah County Fair reserves the right to reject any entry deemed not suitable for family viewing.

 

PREPARATION AND CARE OF CUT FLOWERS

Gather flowers after 4:00 pm the previous night, or before sunrise. Cut with long stems, generally just before they come into full bloom. Some flowers, such as the following are exceptions: Gladiolus, when first bud opens; Roses, when buds are soft (do not remove leaves); Dahlias, when blooms are fully open; Poppies, the night before opening.

 

• On succulent stems, use a sharp knife; brittle stems

   such as Chrysanthemums are best broken.

• For best results, flowers should be placed in water up to the

   flower’s head immediately after cutting, then store for several

   hours in a dark, draft-free place at a temperature around 40-50°F.

• When arranging flowers, do not remove buds and leaves,

   except those leaves that would be submerged in water.

• Groom entries carefully.

• Be sure the count is accurate and the correct amount

   required by the rules.

• Allow ample space in container so each flower head shows.

   Small flowers should be placed in small containers;

   large flowers in large containers.

• Flowers are judged for uniformity in size and development.

RULES & GUIDELINES

Awards will be made in each fruit and vegetable category as determined by the judges. There are many different varieties of fruits and vegetables. Enter each kind under the appropriate division. For instance, crookneck squash will be judged against other crookneck squash and not against zucchini squash; blue potatoes will be judged against other blue potatoes and not against yellow potatoes. Know what each item is and enter it correctly. The judges need to know what each item is. For instance, if you don’t enter a sugar snap pea as such, it will be judged with the regular peas.

 

PREPARING FRUITS FOR EXHIBITION

All fruits should be clean and free from spray residue and polished. Applies should be picked with stems on. Peaches should have the fuzz removed. Grapes may be trimmed and defective grapes removed.

 

Fruits and vegetables should be large enough to meet market requirements or standards and should be at maturity when it is best to eat them rather than exceptionally large; however, a size larger than ordinary for most things, with good quality, could be a winning entry. Judges will take into account late season fruits and vegetables such as grapes, Jerusalem artichokes, apples, pumpkins, etc, which will be immature rather than ripe.

 

All specimens must be the same maturity, color, size and shape, and all specimens must be of the same variety unless the exhibit description specifically states otherwise. This means multiple entries need to look as alike as possible.

 

Specimens should be free from blemishes such as bruises, cuts, wind or insect damage, or from any other cause.

 

Root crops should be free from soil and fibrous roots with tops removed unless otherwise stated. Cole crops should be neatly trimmed and outer leaves removed.

 

The fair reserves the right to clip stems, etc, for display.

An exhibitor may submit a total of three entries. Professional exhibitors must register as such and may not exhibit in other classes.

 

• Photos must have been taken in the last two years.

• All images must be printed on photo quality paper

   (no copies or plain paper images).

• There can be no names or other identifying marks

   on the front of the entry.

• Photographer’s name, address, telephone number,

   date the photo was taken, title of print and the division

   name should be printed on the back of each mounted photograph.

• Velcro may be affixed to the back of the photo mount for hanging.

 

Fair personnel will use care to secure the safety of entries after their arrival and during placement in the exhibit. However, the fair assumes no responsibility for loss or damage to photographs. The fair staff works hard to handle all exhibits with care and to ensure that each exhibit is secure.

 

JUDGING

Prizes will be awarded based on judge’s evaluation of the print’s total presentation, print and mounting quality, photographic technique, impact, originality, composition and appeal.

All decisions of the judges will be final.

Judges may decline to award prizes if there is only one entry in a category and the quality is not deemed prize worthy.

At the discretion of the supervisor, prints not meeting the category description specified by the photographer may be moved to another appropriate category.

Photographs of nudes, extreme violence or specific subjects are inappropriate for entry in this event and will not be shown or judged.

 

MOUNTING, PRINT SIZES, ETC.

All entries must be permanently affixed to a mount board that is approximately ⅛” to ¼” thick. No wood, masonite or cardboard.

No framed, glass covered or shrink-wrapped entries.

No hanging devices or other protrusions on the back or front of prints.

Prints may be borderless or have a white border not to exceed ¼”.

All images must be original and may not include elements produced by anyone else. Parents may not help children compose photos or adjust colors, brightness/contrast or other characteristics of entries. By virtue of submitting an entry, the entrant certifies the work as their own.

Note: Exhibitor may enter up to three prints only, with one entry per category.

The Fair assumes no liability for any misuse of copyright by the entrant. The original images must have been made by the exhibitor on photographic or digital media and must be mounted. Digital prints may not contain non-photographic elements.

GENERAL RULES

All articles exhibited must be the sole work of the exhibitor and have been completed in the last two years. Entrants are limited to residents of Utah County. No previous entries in the fair can be re-entered.

Fair personnel will exercise reasonable safety and handling precautions. However, the Utah County Fair will assume no liability for any loss.

 

Open to organizations which serve individuals with physical or mental disabilities or limitations.

 

Divisions of entries are as follows:

 • Crafts

 • Handiwork

 • Quilting

 • Miscellaneous
